hi-file-parser, rio-prettyprint and http-download: Shift Stackage responsibility

I am a Hackage maintainer of `hi-file-parser`, `rio-prettyprint` and (now) `http-download` and, I think, probably better placed than @snoyberg to bear the administrative burden of the related Stackage responsibility.
